What does Mulpha’s preliminary vision for Mount Taurus include?
  • Our vision aims to deliver a mixed-use community centred around the natural watercourses and the centre ridgeline at Mount Taurus and includes residential housing, local retail, commercial, educational and agri-business infrastructure together with over 110 hectares or around 50 per cent open, green space with walking tracks and cycleways.
How does Mulpha’s preliminary vision benefit the wider community?

The development would deliver a variety of infrastructure, amenities and facilities to benefit all residents of Wollondilly, not just the people who live at Mount Taurus, including:

  • primary, secondary and tertiary educational facilities that have a particular focus on agricultural sciences and research
  • support the decision to electrify the local rail service
  • after hours childcare facilities
  • construction and post-construction employment
  • local investment and strengthened economy
  • access to Mount Taurus
  • eco-tourism and wellness facilities
  • various types and scales of open green spaces and networks
  • new pedestrian and cycling trails within the site and connecting beyond
  • a new sports and youth precinct, including a village green and sporting ovals
  • horse riding and bushwalking trails
  • lookouts and birdwatching locations
  • opportunities for community gardens within pocket parks and community farmers markets
  • market gardens supplying produce from the site and surrounding region
  • boutique retail and trade centre.
Will Mulpha’s preliminary vision for Mount Taurus create local jobs?
  • The majority of Wollondilly residents do not work within their LGA. Our independent analysis indicates our proposal would create almost 6,000 jobs during construction and around 740 ongoing, direct and indirect jobs following completion in sectors such as construction, agri-business, education, retail, tourism and population and economic growth.
What does the proposal mean for the local economy?

The proposal will support the local economy through:

  • an ongoing economic contribution both during and post project delivery
  • attracting local investment
  • infrastructure to support and attract eco-tourism, agri-tourism, business and investment
  • opportunities for tourism that combine ecology, history and wellness in one offering
  • providing locally grown produce for local restaurants and businesses
  • delivering a hub of production - market gardens, bottling facilities - and onsite markets to showcase regional offerings.
What impacts would the proposal have on the local community?
  • Mulpha is working with a range of consultants to ensure appropriate traffic, environmental and social impact studies are undertaken to inform our planning and design and identify measures to mitigate potential impacts.
What is the planning pathway?
  • To deliver our vision for the site, Mulpha will submit a Planning Proposal to Wollondilly Shire Council seeking to amend the Local Environmental Plan 2011 (WLEP) to allow Mount Taurus to be rezoned from rural to mixed use.
  • Mulpha anticipates submitting the Planning Proposal by the end of 2021.
  • Delivering our vision for Mount Taurus is a long-term process and we are still in the early stages. We are committed to ongoing engagement with the community as we progress our vision. Following the receipt of the results of this survey, Mulpha will engage with Council by submitting a Planning Proposal to formally commence their engagement and receive their early input. Following this we then we will then engage again with the community in early 2022 to show you and discuss the masterplan in detail. Mulpha will then continue to evolve the vision and detail within, working with Council to ultimately finalise a report that would be submitted to the Department of Planning, Industry and Environment.
What is the timeframe for delivery?
  • If approved, the proposal would commence within approximately two years and be delivered in stages over 10 to 15 years.
What are the next steps?
  • Mulpha is currently engaging with the local community to gather feedback to finalise our vision and inform our planning proposal to Wollondilly Shire Council. Following the receipt of the results of this survey, Mulpha will engage with Council by submitting a Planning Proposal to formally commence their engagement and receive their early input. How would the proposal support regional and local infrastructure?
  • Our preliminary vision would strengthen community, transport and road infrastructure capacity for Menangle, Wollondilly Shire and the broader region by delivering needed-based facilities and driving local investment.
  • While we are still developing our vision and seeking feedback from the community and stakeholders, our aim is to include:
  • a vibrant, integrated centre that builds on the heritage of the existing village and provides traditional and progressive job opportunities
  • a kindergarten through to Year 12 school as well as tertiary and continued education opportunities
  • an after-hours and childcare centre
  • wellness facilities and a new sports precinct, including a village green and sporting ovals
  • eco-tourism, event and function opportunities
  • investment in urban and community agriculture
  • enhanced biodiversity, including rehabilitation of key ecological communities and preservation of riparian corridors.
  • Our proposal would also strengthen the business case for electrified pedestrian rail through growing the local population and attracting investment.
  • Mulpha will formally engage Council through the submission of our Planning Proposal and, through this process, progress the masterplan and continue to engage with the community and stakeholders.
